LHRC Strengthens Global Partnerships to Advance Justice for Women Affected by Death Penalty
Legal and Human Rights Centre (LHRC) Arusha Legal Aid Office was honored on 24th February 2026 to receive Ms. Mellissa Hisko, Director of Democratic Governance and Human Rights Programming and Partnerships Division at Global Affairs Canada, as part of an official visit to assess the progress and impact of the “Leaving No Women on Death Row Behind” Project (March 2022–March 2026).
The visit reflects the strong and strategic partnership between LHRC and Global Affairs Canada in advancing justice, dignity, and legal protection for women affected by the death penalty in Tanzania.
Hosted by LHRC Executive Director, Dr. Anna Henga, the visit brought together implementing partners including Women Aid and Criminal Justice and the Tanzania Ex-Prisoners Foundation, who presented transformative achievements realized under the project.
Since its inception, the project has contributed significantly to strengthening Tanzania’s criminal justice system and safeguarding the rights of vulnerable women through:
1. Community Awareness and Capacity Building
Enhanced public understanding of human rights standards and the legal and social implications of the death penalty, empowering communities to advocate for justice and dignity.
2. Strategic Government Engagement
Constructive dialogue and policy engagement with key government institutions to promote reforms aligned with human rights principles and international standards.
3. Direct Legal Aid and Reintegration Support
Provision of quality legal aid services, psychosocial support, and rehabilitation programs to women prisoners and former convicts, facilitating their social reintegration and restoration of dignity.
Through these interventions, LHRC and its partners have reached vulnerable women who would otherwise remain invisible within the justice system — ensuring that no woman is left behind.
Addressing Persistent Challenges
While significant milestones have been achieved, discussions during the visit highlighted ongoing systemic challenges, particularly the persistent social stigma faced by former prisoners. The need to strengthen institutional capacity within the criminal justice system to promote fairness, rehabilitation, and human dignity remains critical.
LHRC reaffirmed its commitment to evidence-based advocacy, legal empowerment, and institutional reform as essential pathways toward sustainable justice transformation.
Expanding Access to Justice
As part of the visit, Ms. Hisko toured the LHRC Legal Aid Office in Arusha, witnessing firsthand the organization’s ongoing efforts to expand access to justice for indigent persons, particularly prisoners and detainees who depend on legal aid services.
The visit underscored the importance of sustained investment in grassroots legal empowerment initiatives that directly impact vulnerable populations and strengthen the rule of law.
Strengthening Partnerships for Sustainable Impact
LHRC expresses its sincere appreciation to Global Affairs Canada for its continued partnership and shared commitment to advancing human rights, gender equality, and equitable justice systems in Tanzania.
