Professor Costa Ricky Mahalu is a Vice-Chancellor and Professor of Law at Tanzania's St. Augustine University. He is also an advocate at the High Court of Tanzania, Chairman of the Ardhi University Council, and a legal advisor to a number of local and international organizations working in Tanzania. 

Prof. Mahalu has previously served as Tanzania's Ambassador to Italy, Athens, Ankara, Ljubljana, Zagreb, Serbia, and Macedonia. He also served as the second-in-command of the Tanzanian Embassy in Bonn, Federal Republic of Germany. Between 2000 to 2006, he served as Tanzania's permanent representative to the Food and Agriculture Organization (FAO), the World Food Programme (WFP), and the International Fund for Agriculture Development (IFAD) in Rome.

Prof. Mahalu taught law at the University of Dar es Salaam, the University of Hamburg, and the Hague Institute of Social Studies. He has also worked at a number of law firms around Europe, specializing in Maritime International Law. Prof. Mahalu graduated from the University of Dar es Salaam with a bachelor's and master's degree in law, as well as a doctorate from the University of Hamburg in 1983.

Prof Costa Ricky Mahalu was born in Katunguru Village, Sengerema District, Geita Region, on July 9, 1948. Mahalu attended Kibaha Secondary School after finishing primary school, where he finished the ordinary level of secondary schooling before enrolling at Mkwawa High School.
