TERMS OF REFERENCE (TOR) FOR THE CONSULTANT TO SUPPORT LHRC’S RESOURCE MOBILIZATION INITIATIVES

  1. Introduction 

The Legal and Human Rights Centre (LHRC) is a private, autonomous, voluntary non-governmental, non-partisan and non-profit sharing organization envisioning a just and equitable society. It has a mission of empowering the people of Tanzania, to promote, reinforce and safeguard human rights and good governance in the country.  The broad objective is to create legal and human rights awareness among the public particularly the underprivileged section of society through legal and civic education, advocacy linked with legal aid provision, research, and human rights monitoring. LHRC is undoubtedly the leading Civil Society Organization that commands profound recognition, respect, and admiration equally by the duty bearers and rights holders.

The overall Purpose of the assignment

The purpose of this task is to support the LHRC Resource Mobilization Initiatives for the period of seven (7) months effective from September 1st, 2023, to March 31st, 2024. The consultant will provide routine support in the development of various funding proposals and concept notes in line with LHRC's Strategic thematic areas of focus and Resource Mobilization Strategy.

2. Objectives of the assignment

The Consultancy is aimed at enhancing and strengthening LHRC Resource Mobilization endeavors and strategies to advance human rights advocacy work in Tanzania.  This Consultancy work will have the following objectives:

a) Enhancing LHRC’s capacity on resource mobilization and fundraising for continuation of LHRC’s service/products and allowing improvement and scale-up.

b) Supporting and strengthening LHRC's financial sustainability.

c) Supporting LHRC to create an enabling environment for mobilizing resources.

3. Scope of the Work/ Assignment

In performing the assignment, the consultant shall perform the following duties:

3.1  Implementation of LHRC Resource Mobilization Strategy and Plan: The consultant will work on executing LHRC's resource mobilization strategy and action plan.

3.2 Guidance on Grant Proposals and Concept Notes: The consultant will assist in preparing and providing guidance on grant proposals and concept notes to secure funding.

3.3 Resource Mobilization Reports: The consultant will create monthly, quarterly, and annual reports on resource mobilization progress for management and the board.

3.4 Coordination of Resource Mobilization Events: The consultant will manage and coordinate all resource mobilization events organized by LHRC.

3.5  Capacity Building for Staff and Board: The consultant will provide support in training LHRC staff and board members on resource mobilization techniques.

3.6 Resource Mobilization Committee Meetings: The consultant will lead and conduct monthly committee meetings or as needed to discuss resource mobilization efforts.

3.7 Research on Funding Opportunities: The consultant will conduct research on potential funding opportunities that align with LHRC's thematic areas and develop proposals or concept notes accordingly.

3.8 Collaboration with Resource Mobilization Consultancy Firm: The Consultant will work closely with the UK-based Consultant firm, assisting in organizing meetings and trainings related to resource mobilization.

4. Supervision/the Consultant

4.1 The Consultant will work closely with the Fundraising Consultant based in the UK Mr. Bill Bruty and LHRC Resource Mobilization Committee

4.2 The consultant will functionally report to the Executive Director and Administratively to the Director of Finance and Administration

5. Key Deliverables

5.1 Create proposals aimed at securing core funding for LHRC's essential operations and ongoing activities.

5.2 Prepare proposals to secure funding for specific projects and initiatives, targeting diversified areas of focus.

5.3 Establish and grow a sustainability development fund to ensure long-term financial stability for LHRC.

5.4 Devise a strategy to explore and secure funding from various sources beyond traditional bilateral support.

5.5 Strengthen Staff and Board Capacity in Resource Mobilization: Provide training and capacity-building support to LHRC staff and board members to enhance their resource mobilization skills.

5.6 Explore the establishment of social enterprises and endowment funds as sustainable sources of income for LHRC.

5.7 Develop a database of potential donors, including local corporations and international private foundations, for targeted resource mobilization efforts.

5.8 Organize meetings with local corporations to foster partnerships and secure financial contributions.

5.9 Work towards increasing the annual financial contributions from corporate donors.

5.10 Develop a comprehensive plan to engage with stakeholders, particularly those involved in Corporate Social Responsibility (CSR) initiatives.

5.11 Explore and implement income-generating activities that align with LHRC's mission and can contribute to its financial sustainability.

6. Competencies of the consultant

LHRC will select a consulting firm / Individual Consultant to undertake the consultancy on a competitive basis. The consultant firm/individual should have:

6.1 Sound knowledge of Fund Raising and Resource Mobilization for Non-Profit sector.

6.2 Experience in managing teams.

6.3 Excellent written, verbal, and telephonic communication skills.

6.4 10-15 years of experience in similar work for the social development sector.

6.5 Master's degree in the relevant field of work

7. Duration of the Assignment

The consultant will not be required to be present in the office on daily basis, it will specifically be based on the time of the activity; however, the whole assignment will cover the period of seven (7) months effective from September 01st 2023 to March 31st, 2024.
