Dr. Harrison Mwakyembe is an Advocate, Notary Public, and Commissioner for Oaths, former lecturer at the Faculty of Law, University of Dar es Salaam. He was a member of the East African Legislative Assembly from 2001 to 2005 and a former Member of Parliament for the Kyela constituency for 15 years from 2005.

He has also served as a member of two presidents' cabinets in various positions. Under President Jakaya Kikwete, he served as Deputy Minister of Works (November 2010–February 2012), Minister of Transport (7 May 2012–24 January 2015), and Minister of East African Cooperation (24 January 2015–5 November 2015); and under President John Magufuli, he served as Minister for Constitutional Affairs and Justice (12 December 2015–23 March 2017) and Minister for Information, Culture, Artists, and Sports since 23 March 2017. Mwakyembe was a member of a parliamentary committee on Investment and Trade from 2006 to 2010 and served as the vice-chairman of the committee. He also served on the Infrastructure Development Committee from 2012 to 2015.

Harrison Mwakyembe got a Master of Laws LLM from the University of Hamburg in 1984 and 1986, respectively, and was successfully titled a Doctor of Philosophy (Ph.D.) as a Doctor of Laws at the University of Hamburg between 1992 and 1995. He earned a Diploma in Journalism before enrolling in the University of Dar es Salaam's Bachelor of Laws LLB program. After earning a Postgraduate Certificate in Intellectual Property from the University of Turin, Harrison Mwakyembe entered the realm of intellectual property.

On the 10th of December, 1955, Harrison George Mwakyembe was born. He grew up in Mbeya's village of Kyela, where he was born and raised. Dr. Harrison G. Mwakyembe attended Tukuyu and Kituli Primary Schools as a child. He received his secondary education at Tabora Boys Secondary School and his high secondary education at Milambo Secondary School.
