BACKGROUND AND THE CONSULTANCY

The LHRC among others advocates for the protection and promotion of Children rights. To realize this LHRC deploys several approaches including sensitization and awareness creation; engagement with government and other actors; strategic litigation, legal aid provision; networking and advocacy for reforms of repressive laws and policies which affects women’s rights. However, in recent years LHRC has witnessed increasing reported incidence of violence against children. The reported incidence includes physical, psychological, emotional, and sexual violence and marital sodomy and other related issues.

In 1991 The United Republic of Tanzania ratified the United Nations Convention on child’s rights. The ratification made the government and its stakeholders to undertake all necessary steps to implement the rights pledged in it. Amongst others, the convention made it clear that all members who have ratified the convention including Tanzania are required to ensure that all children are protected against violence, abuse, neglect, and exploitation.

Due to that, in 2009 the United Republic of Tanzania took a bold step by incorporating the convention into the Law of the Child Act. In addition to this law enactment, some bodies, private organizations/institutions backed up the government efforts in promoting awareness of the enacted law at different levels within the community.

However, despite the effort made, violence, abuse, neglect, exploitation including child trafficking and child labour, still have remained a problem for large numbers of girls and boys in Tanzania.

For instance, in a 2011 survey report on Tanzania Violence Against Children Survey which was funded by UNICEF and carried out by Muhimbili University of Health and Allied Science in collaboration with the United States Centers for Disease Control and Prevention, found out that children in Tanzania have been experiencing violence and abuse without a clear point of contact for support. It went further to reveal that nearly 3 in 10 girls and approximately 1 in 7 boys in Tanzania have experienced sexual violence prior to the age of 18.

The survey also indicated that despite several efforts made to address the problem of violence against children still necessary services for affected children are required to mainstream what was seen as a fragmented and uncoordinated system for reporting child violation issues. However, there was also a concern that many cases related to children right violation were never reported, let alone reach the health and/or judicial services.

From the above outlook, LHRC aims to continue creating awareness to children especially on their rights as per the Law of the Child 2009 as amended in 2019. LHRC will develop a self-help kit on the Law of the Child that is more friendly to children so that children can be reached with the aimed knowledge.
