LHRC Showcases Digital Innovation at East Africa Legal Tech Symposium 2026

On 24th February 2026, the Legal and Human Rights Centre (LHRC) participated in the East Africa Legal Tech for Legal Aid and Access to Justice Symposium 2026 held at the New Library of the University of Dar es Salaam. The symposium brought together justice sector stakeholders, innovators, development partners, and policymakers from across the region to examine how digital transformation can strengthen legal aid systems and expand access to justice for all.

LHRC’s Representation at the Regional Forum

LHRC was represented by the Director of Advocacy and Access to justice, Advocate Fulgence Massawe, who served as a panel speaker during the session on paralegal and legal aid case systems. His participation highlighted LHRC’s institutional leadership and practical experience in leveraging technology to improve justice delivery in Tanzania.

Strengthening Legal Aid Through Digital Systems

In his presentation, Advocate Massawe shared how LHRC has developed and institutionalized the Legal Aid Management System (LAMS) to enhance service delivery. The system ensures accurate client registration, secure storage of case information, and systematic tracking of cases from intake to final resolution. Through this structured digital framework, LHRC has strengthened accountability, improved documentation, and enhanced monitoring of case outcomes.

Expanding Access Through Haki Kiganjani

Advocate Massawe further explained the impact of the Haki Kiganjani digital platform, which allows citizens to report human rights violations and request legal assistance electronically. By removing geographical and financial barriers, the platform has significantly expanded access to justice, particularly for vulnerable individuals and those in remote areas who may not easily access physical legal aid offices.

Improving Efficiency and Accountability

The digital case management system has also streamlined case allocation by categorizing matters into specialized units, including family and land matters. This approach has improved efficiency, ensured timely handling of cases, and enhanced the overall quality of legal aid services provided by LHRC.

Scaling Impact Across Tanzania

Currently, LHRC delivers legal aid services through its offices in Kinondoni, Dodoma, and Arusha. The integration of digital systems across these offices has strengthened coordination, reduced case-processing time, and enabled the organization to serve thousands of citizens more efficiently and effectively.

LHRC’s participation in the symposium reaffirms its commitment to innovation, institutional strengthening, and the strategic use of technology to promote equitable access to justice in Tanzania.
