The Legal and Human Rights Centre (LHRC) is a Tanzanian human rights advocacy organization founded in 1995 as a non-governmental, voluntary, nonpartisan, and not-for-profit sharing organization to empower and enlighten Tanzanians about their legal and human rights. LHRC has four offices, namely: the head office located in Kijitonyama, Dar es Salaam; a model legal aid office situated in Kinondoni, Dar es Salaam; and two sub-offices one located in Arusha and the other in Dodoma Regions

 

Title: Director of Empowerment & Accountability (DEA)

Contract Type: Short term.

Contract Duration: Seven (7) months.

Duty station: Dar es Salaam

Expected start date: 1st June 2024

 

Job Description

The Director will play a crucial role in advancing LHRCs mission by leading initiatives focused on empowering communities, promoting transparency, and fostering accountability mechanisms.
She/he will provide strategic leadership and management oversight to the programs. S/he will oversee all aspects of project implementation, program quality, personnel, and financial management.

She/he will be responsible for Empowerment and Accountability efforts to increase public awareness through knowledge and awareness and people to have greater control over their human rights and seek LHRC's to strengthen accountability relationships among stakeholders.
 

Responsibility:

  • DUTIES & RESPONSIBILITIES

    1.    STRATEGIC LEADERSHIP
    • Develop and implement strategic plans, in alignment with LHRCs overall objectives, to promote empowerment and accountability.
    • Provide visionary leadership to the Empowerment and Accountability team, fostering a culture of innovation, collaboration, and excellence.

      2.PROGRAM DEVELOPMENT & MANAGEMENT
    • Design, implement, and evaluate programs and projects aimed at empowering marginalized communities to understand and claim their rights.
    • Develop initiatives to enhance access to justice, legal aid, and advocacy for vulnerable groups.
    • Establish and maintain partnerships with civil society organizations, government agencies, and other stakeholders to maximize impact and reach.

      3.ADVOCACY & POLICY INFLUENCE
    • Support advocacy efforts to promote legal and policy reforms that strengthen accountability mechanisms and uphold human rights standards.
    • Represent LHRC in meetings, conferences, and other platforms to advocate for issues related to empowerment and accountability.

      4.CAPACITY BUILDING
    • Provide training and capacity-building support to LHRC staff, partners, and community members on empowerment strategies, human rights principles, and accountability mechanisms.
    • Develop educational materials and resources to raise awareness about rights and responsibilities among target populations.

      5.MONITORING & EVALUATION
    • Lead the development of monitoring and evaluation frameworks to track the progress and impact of empowerment and accountability initiatives.
    • Utilize data and evidence to inform programmatic decisions and improve effectiveness.

      6.FUNDRAISING & FINANCIAL MANAGEMENT
    • Identify funding opportunities and develop proposals to secure financial support for empowerment and accountability programs.
    • Ensure effective financial management and accountability for resources allocated to the Empowerment and Accountability department.

      7.REPORTING & COMMUNICATION
    • Prepare and submit timely reports to donors, stakeholders, and LHRC management, highlighting achievements, challenges, and lessons learned.
    • Communicate effectively with internal and external stakeholders to raise awareness about LHRC' s work and impact.
       

Experience :

  • Bachelor of laws (LLB)
  • Master's degree in business administration, Project Management, Leadership & Governance or Masters in any other related field.
  • At least 7-10 years of experience in human rights advocacy, legal empowerment, or a related field, with a focus on empowerment and accountability.
  • Strong understanding of human rights principles, international legal frameworks, and mechanisms for accountability.
  • Demonstrated leadership and management experience, including experience leading teams and managing budgets.
  • Proven track record of designing and implementing successful empowerment programmes social accountability.
  • Ability to work effectively in a fast-paced and demanding environment, with a high level of self-motivation and initiative.
  • Excellent communication and interpersonal skills, with the ability to engage effectively with diverse stakeholders.
  • Projects Management certification or any other related competencies.
  • 10 working experience in Humans Rights or any related grassroot projects.
  • Ability to build and foster an effective and positive working relationships with colleagues and internal clients.
