A: An Overview of the Directorate
The Directorate of Finance and Administration (DFA) reports its activities in the Six-year LHRC Strategic Plan (2013-2018) under Outcome 5: Effective, Efficient and Sustainable LHRC. As the “support” directorate of the organization, DFA is the coordinator-in-chief and the “engine room” of the LHRC as in its sole purpose it enables every activity under every directorate to function. The directorate carries out numerous duties including but not limited to finance, human resources management, office administration, publicity and information, fundraising, monitoring and evaluation as well as production and dissemination of literary materials.
As outputs under the stated Outcome above, the directorate has set goals to achieve a range of results such as:
i) Improved human resources management systems,
ii) Strengthened sound governance mechanisms,
iii) Improved financial management systems and fundraising strategies,
iv) Improved working environment for LHRC staff,
v)A functioning M&E system and
vi) Reliable, accessible, effective and supportive:

The Directorate is currently headed by the Director of Finance and Administration, Mr. Ezekiel J. Massanja.
There are several units working under the director namely:
Charged with the overall financial activities of the organization, the unit is an integral player in the improvement and maintenance of the financial systems of LHRC. The unit carries out several activities such as:
i)Budget control and support to programs and program officers,
ii)Managing the status of affairs of all assets of the organization,
iii)Facilitating payments of the numerous services and goods to service providers,
Maintenance of the organization’s payroll and working with the different individuals and consultants who support the financial system.
Their activities range from the day-to-day to the long term, depending on the particular need of the work being done. The unit currently has three (3) staff members – Mr Silvian M. Sariko- Unit Head and Chief Accountant, Mr Daniel Mwakyalabwe and Mr Richard Ng’owo.
2.Information & Communication Technology-(ICT)
ICT is the backbone of the organization and as such, this unit is a very important unit in the organization. Currently manned by Mr Moses Nyattega and Mr. John Kaoneka, the unit provides support across the whole organization in all matters ICT. The activities include:
Management Information Systems (MIS) development and management,
Business continuity and disaster recovery (BC&DR),
Management of several working tools including website, networks, intranets, specialist systems and an extensive range of hardware.
The unit is also responsible to support and train staff for the routine desktop requirements. LHRC envisions to ultimatelyhave a paperless office, running purely on IT systems and the unit therefore is the heartbeat of the organization.
As one of the most important units of the organization, the office administration unit is responsible for the routine day-to-day activities of the organization and ensuring that the office is in a running state all the time. Comprising of staff members with a range of responsibilities, this unit is an integral part of the organizational machinery. The unit has the Personal Assistants, Secretaries, Drivers, Custodians and Security personnel. The staff of this unit at Head Office level includes Ms Tatu Msonde, Mrs Jeanethe Shija, Ms Nipaely Kiondo, Ms Namsifu Naiman, Mr Peter Makoye, Mr Senkani, Mr Richard Rojala, Mr Abuu Abdallah, Mr Ally Mwashongo, Mr Sekilojo Chambua, Mr Mashauri Jeremiah, Mr Mandia Justine, Mr Paulo Sangita
4.Human Resources & Procurement
Tasked with the duty of maintaining an improved human resources system, the unit under Ms Rose Ugulumu and Jennifer Kundy is responsible with all matters regarding human resources and procurement for the organization. The unit handles all matters for staff including:
Recruitment and disciplinary,
Organization and postings,
Training and development and
The unit, in collaboration with the finance office:
Coordinates all procurement processes in the organization and
Assists in maintenance and communication with the several service providers needed for the various activities undertaken by the organization.
5.Monitoring and Evaluation
The LHRC carries out many programs and projects, in fulfilment of its goals under the current strategic plan. In ensuring that the objectives are achieved, the presence of this unit for Monitoring and Evaluation is necessary. This unit’s main activities are:
To maintain a credible data & information bank for the organization,
Follow up on the projects and programs and monitor the delivery of their goals and objectives as well as
Assess the progress of these projects and programs.
Currently under Mr Castor Kalemera, and assisted by John Kaoneka, this important unit keeps the organization on track with regards to set goals and actual achievements.
6.Publication and Documentation
The organization produces a lot of documents and information, both in electronic forms and in literary materials. On top of that, LHRC also collects more information that is aligned to what the organization stands for. All this information is organized and disseminated under the unit of Publication and Documentation. The unit is under the Librarian, Mr Athanas Sanga, and boasts of functioning, equipped libraries in all our four offices (Headquarters-Kijitonyama, Kinondoni, Arusha and Mbezi. The lans to have an e-library as well as a better equipped physical library are underway, as information is one of the biggest resources for the organization.
The fundraising unit is responsible for the increasing resources to the organization by establishing relationship with partners and donor both current and new by way of engaging into funding negotiations as well as production of project proposals to the would be donors for the funding of the particular projects aligning with the funding requirement of the donor. The unit works in close collaboration with all departments and all project officers to ensure that all proposed projects are running and running smoothly. Manned by Mr George O. William, this important unit continues to support and ensure proper funding and budgeting for all LHRC projects. It is also the unit responsible for branding and visibility of the organization hence a stakeholders in the good looking of the website of the organization.
8.Information & Publicity
The information and publicity unit is the bridge between the organization and the public, through the media. Working in close collaboration with the office of the Executive Director, the unit is in charge of all organization’s information that is sent out to the public via the media. Under Mrs Rose Mwalongo, this unit mobilizes media for the different needs of the organization, such as press conferences or event coverage. It is also responsible for all the information that goes onto electronic media e.g. website, facebook, twitter, you tube and guest blogs. As the mouthpiece of the organization, this important unit carries the face and voice of the LHRC to the public, and ushers in the public’s reactions and feedback.
